The Seventy percent of states have or are creating policies that base college funding on student outcomes rather than enrollment, but the practice may not always serve its purpose, a new HCM Strategists report suggests. The best policies are robust with significant and stable funding, all institutions participate, metrics vary by sector and underrepresented student outcomes are prioritized. But only a few states have figured out a system where state finance policies are fully aligned with outcomes objectives, the report says “and several have not considered these policies as an option.” They should look to Ohio and Tennessee as models.
