Jessica Grau

Jessica Grau, Associate

As an associate for HCM Strategists’ health team Jessica Grau is dedicated to identifying and eliminating equity gaps in health policy. A specialist in policy and evaluation, Jessica provides strategic guidance for multiple clients including Braeburn Pharmaceuticals and Planned Parenthood.

Prior to joining HCM, Jessica served as a Chief of Staff for a Maryland State Delegate, advising on matters of environmental sustainability, rural and urban transportation issues, legislative affairs, education policy, and housing and urban development. Jessica also participated in the state’s efforts to address the opioid epidemic, analyzing state procedures and measuring gaps in resources. She hopes to continue this work by destigmatizing addiction, promoting evidence-based treatment, and advocating for the inclusion of cognitive behavioral therapy in all addiction treatment scenarios.

Jessica holds a double bachelor’s degree from University of Maryland in Government and Politics and English and earned her Master’s degree in Public Health Policy. Jessica resides in Baltimore, Maryland where she enjoys camping and hiking with her two black labs.


I am motivated by the power of empathy, and its potential to drive action and change, simply for the sake of others. I believe communities flourish when people come together, bonded by compassion, and driven to improve the lives of all, and I truly feel that the work conducted at HCM exemplifies these beliefs. I am proud to be a part of a team that strives towards a more community-driven world each day.
