Linda Baglia


Linda Baglia is dedicated to improving outcomes for students and patients through smart, targeted policy solutions. As part of HCM’s higher education strategy team, Linda provides high level policy assistance to multiple clients, including Lumina Foundation, the Bill and Melinda Gates Foundation, Achieve, Education Commission for the States, the State University System of Florida, and others. Linda also provides strategic assistance to many HCM health clients including the National Institutes of Health, Planned Parenthood, and St. Vincent’s Hospital. Linda oversees HCM’s higher education policy database project, which tracks and analyzes current policies across 50 states, and she has co-authored reports, case studies and op-eds across the firm.

Linda earned her bachelor’s degree from the University of California at Irvine. She holds a dual master’s degree in education and literacy from Long Island University, and briefly taught elementary school in New York State before joining HCM. Linda lives in New York’s Hudson River Valley with her husband and two sons.


All students deserve an equitable playing field — that is the guiding principle from which I start my work each day. Until we can ensure that all students have the same opportunities and support to access and complete post-secondary education, with all of the choices and benefits that education confers, our work will never be done. I am proud to be part of a team that shares this belief and strives daily to remove barriers, effect change, and help students reach their goals.
