Since 2024, HCM has been proud to partner with the Center for Higher Education Policy (CHEPP) on a policy series aimed at improving conditions for learners nationwide. The first two papers, released in 2024, focused on strengthening the college transfer system with actionable recommendations for institutions and states.

The most recent papers, published in April and July 2025, examine online education practices that can improve academic outcomes and career-connected learning—particularly in the online and hybrid environments where many students now study. Together, these releases highlight how institutions and policymakers can better connect education to labor-market opportunity.

Our ongoing partnership with CHEPP reflects our shared commitment to advancing policies that make postsecondary education more accessible, relevant, and valuable for all learners.
