HCM Welcomes Victoria Griffin as a 2026 Communications Fellow
Victoria Joins HCM’s Policy Team as a 2026 Winter/Spring Fellow
Welcome to HCM, Victoria!
Victoria Griffin is a first-year Master of Public Policy Student at Duke University Sanford School of Public Policy. With a focus on education policy, her interests include education finance, student opportunity, and the importance of cultural competency and lived experiences in learning. Victoria’s current research, with the Duke Center for Child and Family Policy, examines the Durham Public Schools’ Growing Together school reassignment plan as a developing framework to assist other districts in combatting racial and socioeconomic segregation in public schools.
A North Carolina native, Victoria is a proud product of public schools, and her interest in education policy developed as a result of her own academic experiences. Victoria graduated from North Carolina Agricultural and Technical State University with her bachelor’s degree in political science. Her undergraduate research focused primarily on K-12 public school funding and attendance zone gerrymandering. Prior to her graduate coursework, Victoria worked in corporate communications, completed a journalism fellowship focused on education policy, and worked with numerous education nonprofit organizations in North Carolina. Her experience informs her philosophy on the importance of language in conveying nuanced, layered, and often personal ideas and experiences, ultimately shaping society's perception of education and the current policy landscape.
When she is not working or studying, Victoria is an avid reader and fitness junkie. She considers herself a multifaceted creative, expressing herself through music, art, content creation, and creative writing. A former band kid, Victoria also collects vinyl records and is currently learning to deejay as a hobby.

Our fellowship program is open to collaborative, organized problem-solvers who have a strong interest in education policy and are passionate about improving education for all students through communications and advocacy. Our fellows are enthusiastic, innovative and strategic thinkers with excellent verbal and written communications skills, and have a strong commitment to our clients and our work in the policy field. Our fellows play an important role in supporting leaders across our education team, specifically in the areas of state and federal funding, strategic finance and accountability, reporting systems and data transparency, workforce development and career-competitive learning initiatives, advancing access and opportunity for all students, and other areas of higher education policy.
